Delays at the Régie du logement: one step forward and one step backward

The tribunal's recent annual report indicates that the Régie has significantly reduced the number of pending cases to 26,959, which means 11,000 less than four years ago. Despite the progress, several indicators have stagnated or even regressed, illustrating the difficulties encountered by the court in achieving its objectives.

Although the Régie has also succeeded in reducing by half the number of cases pending for more than a year, the wait-time before a hearing has stagnated (one month and a half for non-payment or for urgent cases). The volume of cases for non-payment of rent (41,579 applications filed for the period 2018-2019) has also stagnated.

The average time to hold a first hearing in rent fixing or revision cases increased by one month for an average of 10.5 months.

Also, 2,250 requests for retraction were submitted by tenants, which is a record high.

These results prove that, even if the Régie manages to optimize its operations, delays will remain a problem if we do not act upstream of the court. CORPIQ reaffirms that the introduction of a security deposit is an essential step in reducing the number of claims submitted to the court, and therefore giving greater attention to the cases that are presented.
