The Honourable Judge Christian Boutin of the Court of Quebec partially overturns a decision of Administrative Judge Serge Adam of the new Tribunal administratif du logement, which granted a tenant a rent reduction of $3,240, plus moral damages of $5,000, since the major work done, for more than 6 months by the landlord, disturbed the tenant's peaceable enjoyment of her apartment.
