The year 2026 marks a major turning point for landlords in Quebec. For the first time in over 40 years, the Tribunal administratif du logement (TAL) is applying a new rent adjustment calculation method, as outlined in the Regulation respecting the criteria for the fixing of rent (this new method came into effect on January 1, 2026).

These changes aim to modernize the calculation method, improve its clarity, and promote greater predictability of adjustments. However, they also require landlords to develop a strong understanding of the new rules to ensure that proposed rent increases comply with the current legal framework. In this context, CORPIQ is positioning itself as a trusted partner by providing landlords with tools, information, and guidance tailored to this new reality.


An updated calculation method

The changes to rent adjustments stem from updates to the Regulation respecting the criteria for the fixing of rent that the TAL applies when a lease modification request is submitted to have the rent determined. Among the main changes, two elements stand out for landlords.


A new approach to calculating the Consumer Price Index (CPI)

The regulation now eliminates the concepts of “operating expenses” and “net income.” These are replaced by a base adjustment rate calculated using the CPI on a three-year moving average. This new approach aims to:

  • reduce the impact of inflationary fluctuations;

  • stabilize adjustment percentages from year to year;

  • make the calculation method more predictable and easier to understand, for both landlords and tenants.

In an economic context marked by significant fluctuations in operating costs, this change is intended to offer a more stable framework that better reflects the realities of the rental market.


A fixed 5% threshold for major repairs and improvements

Another major change is the introduction of a fixed 5% threshold (with a 20-year amortization period) applicable to major repairs and improvements. This new threshold clarifies an aspect that has often been a source of uncertainty in past years. It allows landlords to more clearly assess the impact of their investments on rent adjustments and to apply rent-setting criteria in a more consistent and transparent manner. The regulation also includes Appendix I, which lists—on a non-exhaustive basis—eligible repairs and renovations that may be included in this section of the rent calculator.


An updated CORPIQ calculator reflecting the new rules

To help landlords apply the new calculation method correctly, CORPIQ has updated its rent adjustment calculator. This tool:

  • incorporates the new CPI calculation method;

  • accounts for the 5% threshold on major repairs and improvements;

  • reflects the rent-setting criteria established in the regulation, as applied by the TAL.

Explanatory notes have also been added directly within the tool to guide landlords step by step through the calculation and help them apply the rules based on their specific situation.


CORPIQ in action

As part of its mission to inform and support landlords, CORPIQ held its annual webinar on January 22, 2026, dedicated entirely to the new rent adjustment calculation method. The objectives of the webinar were to:

  • review the rules related to lease renewal periods;

  • present in detail the calculation method under the Regulation respecting the criteria for the fixing of rent;

  • explain the applicable adjustment percentages for 2026;

  • offer practical recommendations to simplify the process for landlords.
