We travelled to the federal capital to share the reality of Quebec’s rental property owners with elected officials and decision-makers. This was an essential step: federal housing policies, whether on financing, taxation or renovation programs, directly affect our members.
A Quebec model worth knowing
Quebec’s rental stock is unlike any other in Canada. The vast majority of it is owned by local landlords: people close to their communities, who often know their tenants personally and frequently live in their own buildings. Quebec alone accounts for 80% of Canadian rental apartments located in buildings with 3 to 5 units, and 88% of tenants say they have a good relationship with their landlord.
This human-scale model supports affordability, a diverse housing supply and locally rooted real estate investment. Yet it remains little known outside Quebec, which is why presenting it directly to federal decision-makers matters.
Backed by the numbers
Based on data and analysis by Aviseo Conseil, our report “Proprios d’ici, piliers de notre économie” measures, for the first time, the rental sector’s contribution to Quebec’s economy:
- $32.1 billion in value added each year, or 5.6% of Quebec’s GDP;
- nearly 135,000 direct and indirect jobs across every region;
- $9.9 billion invested in major renovations in 2025 alone.
Behind these figures are thousands of landlords who maintain their buildings, hire local contractors and suppliers, and house families throughout Quebec.
Renovating the existing stock: a priority
Among others, we met with Caroline Desrochers, Parliamentary Secretary to the Minister of Housing and Infrastructure, and called for renovation of the existing housing stock to be at the heart of federal housing priorities.
According to Statistics Canada, 60.3% of dwellings in 2021 were in buildings constructed in 1980 or earlier. Maintaining, modernizing and adapting them to energy transition goals requires significant investment. Building more remains necessary, but preserving and improving the homes we already have is just as essential to keeping housing affordable.
A shared voice with Rental Housing Canada
Working alongside Rental Housing Canada allows rental property owners to speak with a strong voice in Ottawa, while highlighting what makes the Quebec market unique. We will continue this dialogue with federal decision-makers to ensure housing policies reflect the reality of local landlords.
